McCarty currently serves
IGWA as vice-president, is a two term past president of IGWA, and is
active in encouraging membership and participation in the state
association. He became involved with
the water well industry in 1990 bringing 15 years of self-employed
business experience with him. McCarty owns and operates a modern cable
tool drill and 2 large air rotary rigs, and 2 pump trucks. The
company engages generally in private water well construction with wells
ranging from 50’ to 600’ in depth in a diverse array of geologic
formations. McCarty Drilling & Pump Inc. is an Award Dealer
for a leading pump line, takes great pride in building quality water
systems for customers, and relies heavily on American-made products. McCarty has written and
published articles in the Water Well Journal and has taught classes at a
variety of workshops at Idaho Ground Water Associations conventions, in
Las Vegas at the NGWA Expo, and has taught classes for continuing
education credit on Idaho Electrical Codes. He currently holds a Montana
and Idaho Drillers license, and Specialty Electrical and Specialty
Plumbing Contractor’s licenses in the state of Idaho. He served NGWA with seven
years as Director on their Contractor’s Board, the NGWA Government
Affairs Committee as a member of the Rural Water Subcommittee, and as
Chairman of the Finance and Budget Committee. He has been involved
with the Washington Legislative Fly-in and has been active in
communicating with members of Congress on the needs of the ground water
industry. McCarty has been a
spokesperson representing the drilling community throughout the
negotiated rulemaking committee process with the Idaho Department of
Environmental Quality in their recent 2006 rulemaking effort to create
public water system rules. In addition, for the past two years McCarty
has been deeply involved with the Idaho Department of Water Resources
rulemaking effort for their new and upcoming set of construction rules
which are still underway. He has been instrumental in encouraging
regulators to use common sense approaches to well construction rules and
enforcement. McCarty will serve the IGWA as its 2008 President. |
